    Dave Clarke Memorial Novice Tournament

    November 1st – 3rd, 2013

    Tournament Rules

Scheduled game start times are approximate. Your team must be ready to play 15 minutes prior to the scheduled game time. There is a mercy rule, PLUS extra time built into the schedule so you must be ready to play 15 minutes prior to the scheduled game time or run the risk of forfeiture. Teams that are not ready to start their games on time or within the 15-minute window may forfeit such games at the discretion of the arena convenor. Due to the nature of our scheduling, time restrictions will be enforced.

    Games

Periods shall be 10-10-10 for all games except the championship final. Championship Final will be 10-10-15.

    Mercy Rule

When the goal differential is five goals at any time during the third period, the clock shall change to running time. Subsequently, if the margin is reduced to less than five goals, the clock WILL revert back to stop time. The mercy rule is in effect for all round-robin games only.

    Overtime

Overtime is only applicable to the Semi-final and championship. The following format is to be used:

    • 5 minutes (run time) 4 on 4 (Teams may freely substitute) Sudden Victory. If OT ends with no team scoring, a shootout will commence.

    • Shootout – 3 shooters selected and written on game sheet before the puck drop of the SF and Championship final. The 3 shooters will alternate shots with the home team deciding who shoots first. The team with the most goals after the first 3 shooters will be determined the winner. If more shooters are required, first team to score in an equal amount of shots will be determined the winner.

No player may shoot twice until all players, excluding goalies, have participated in the shootout. A complete list of shooters in your team’s preferred order will be required before the start of the SF and Championship but the first 3 shooters will be required on the game sheet.

    Time-Outs

One 30 second time-out per team per game will be permitted in the Championship Final only.

    Play-Off Seeding

Top 4 teams advance to the Championship Semi Finals.

8 Team Division (2 pools of 4 teams):

Play-off seeding will be based on points with the top 2 teams from each pool advancing to the Semi Finals.

Game Win = 3 points, Game tie = 1 point, Game loss = 0 points

    Tie-Breaking Formula

Tie-breaking and the determination of the round robin standings will be based, in order, on:

    Total points

    Head to head

The best ratio of "Goals For/(Goals For + Goals Against)" in all round robin games.

The team with the least goals against.

The team with the most goals scored.

The team with the lowest number of penalty minutes (including misconducts at 10 minutes per).

The team with the most shutouts

A toss of a coin by the tournament chairperson.

Example – If 2 or more teams are tied with 3 points, the GF divided by GF +GA against will be used. Team 1 has 3 points with 10 GF and 8 against. Team 2 had 3 points with 11 GF and 10 against. Team 1 – 10/10+8 = 0.555 and Team 2 – 11/11+10 = 0.523. Team 1 would advance. Note*- All of the above noted tie breakers must be exhausted. When three teams are tied, you DO NOT move back to the top of the list of tie breakers after 1 team has been eliminated.

    Consolation Games

All teams advance to Sunday. The teams seeded 3rd and 4th in their pools will play the same seeded team from the other pool. A3 vs B3 and A4 vs B4

    Championship Final

Home team will be decided by rank after RR play. The best ratio of "Goals For/(Goals For + Goals Against)"

    Admission

    NO GATE FEE.

  • About
    Toys for Tots

Toys for Tots' initial objective, which remains the hallmark of the program today, is to 'bring the
joy of Christmas to needy children'. Its goal is to deliver a message of hope that will build selfesteem
and motivate children to grow into responsible, productive, patriotic citizens and
    community leaders.
Toys for Tots began in 1947 when Major Bill Hendricks, USMCR and a group of Marine
Reservists in Los Angeles collected and distributed 5,000 toys to needy children. The program
was so successful, it was expanded nationwide wherever a Marine Corps Reserve Unit existed,
    the following year.
In 1993, the Peel Regional Police Service initiated the endeavour in Canada; The Halton
Regional Police Service began its own similar Toys for Tots program in 2000.
The official kick-off for the 2008 campaign was held on Friday, November 7, 2008 at Canadian
Tire (Trafalgar Road and Dundas Street). Chief Gary Crowell was joined by Walter Gretzky, and
representatives from the Oakville Salvation Army, Canadian Tire and Halton Honda.
Members of the public were invited to donate cash, Canadian Tire money and/or new,
unwrapped toys at any Canadian Tire location in Halton Region between November 15, 2008
    and December 21, 2008.
Off-duty uniform and civilian employees of the Halton Regional Police Service gave of their time
each weekend during the campaign to collect cash, Canadian Tire money, and new, unwrapped
toys to ensure the program's continued success.
In addition to Halton Regional Police Service employees donating their time for this worthwhile
cause, many community partnerships were forged with many stakeholders in the Halton
Region, including, sports organizations, local businesses and schools.
The Salvation Army identifies families experiencing difficulty and distributes toys purchased
and/or collected to them. The toys collected in each Halton community were distributed to
these identified families in the same communities.
In 2007, the Halton Regional Police Service Toys for Tots campaign raised more than $54,000. In
2008, the Toys for Tots campaign experienced great success, in a difficult year for many Halton
families. Despite the significant downturn in the economy, Halton citizens dug down deep and
donated over $81,000 in toys and cash, spreading joy to over 1350 Halton families. In 2010 the
demand for toys was even greater and Halton citizens once again showed true community spirit
and helped their fellow Halton families with donations just exceeding $100,000! In 2012,
    BLOMHA alone, donated $29,637!
Join in the spirit at the 2013 MD Challenge Cup by donating on Saturday, November 30th at
Appleby Arena (Arena A Lobby). We Thank You for your generous support.

    19. OVERTIME RULES
No game will end in a tie. If at the end of regulation time, the game is tied, the tie breaking procedure will be
    as follows:
For Round Robin Play: A five minute sudden victory overtime period will be played (stop time). The overtime
period is divided into five 1-minute segments.

 First minute – teams will play 4 on 4 (plus goalie)
 Second minute – teams will play 3 on 3 (plus goalie)
 Third minute – teams will play 2 on 2 (plus goalie)
 Fourth minute – teams will play 1 on 1 (plus goalie)
 Fifth minute – teams will play 1 on 1 (no goalie)

If the game remains tied, teams will continue to play 1 minute segments, 1 on 1 (no goalie) until the tie is
broken. During the time when there is no goalie, goals may only be scored from within the opposing team’s
blue line. If the puck enters the net on a shot initiated from outside the blue line, the ensuing faceoff will take
place at the closest faceoff spot to where the shot originated. A penalty during this portion of OT will result in
    an awarded goal.

For Quarter Final, Semi Final and Championship Play: A three minute sudden victory overtime period will be
played (stop time). The overtime period is divided into three 1-minute segments.
 First minute – teams will play 4 on 4 (plus goalie)
 Second minute – teams will play 3 on 3 (plus goalie)
 Third minute – teams will play 2 on 2 (plus goalie)
 If still tied, teams will have 3 players (previously selected) participate in a shoot out.
 If still tied after 3 shots, shooters will continue one at a time until a winner is determined.

    Shoot Out Procedure:
 Teams will shoot simultaneously (i.e. both #1 shooters will shoot at the same time, etc)
 You may replace the goalie prior to the start of the first shot, but once the goaltender has started the
shootout, he will remain in net for the entire shootout except in case of an injury.
 Players that are serving a penalty at the end of overtime play or have been ejected from the game
are not eligible to participate in the shootout.
 No player will shoot twice until one team’s entire roster has been depleted. If one team uses up their
entire roster, both teams will be allowed to start at shooter #1 again.
 Goaltenders must remain in their crease until the shooter touches the puck.
 Shooters must start the shot within 3 seconds of the whistle.
 Puck must be kept in motion at all times.
 There will be one shot allowed, no rebounds.
 Once the puck crosses the goal line (in or out of the net) the shot is considered complete.
    For Round Robin & Championships:
Face-offs for the first 1 minute OT segment will take place at center ice. Face-offs at the beginning of each of
the following 1 minute segments will take place at the closest faceoff spot (within the zone) to the puck’s
location at the time of the buzzer.
No player can be on the ice for any part of two consecutive 1 minute segments (NO DOUBLE SHIFTS). If it is
brought to the attention of the referee that a player has been double shifted and it can be verified, a penalty
shot will be awarded to the opposing team.
Any penalty that is on the clock at the conclusion of regulation time will be halved and rounded up to the
    nearest second. Example:
40 second penalty becomes 20 seconds
41 second penalty becomes 20.5 rounded up to 21 seconds
Teams will play short-handed until the penalties expire.
All penalties that are assessed in overtime will result in a penalty shot.
 Minor penalty will result in one penalty shot
 Major penalties will result in one penalty shot and offending player will be assessed the
corresponding GM penalty and ejected from the game.
 Double minors for Head Contact, Spearing or Butt-Ending are considered one infraction and
therefore will result in one penalty shot.
 Coincidental penalties will be 1 minute duration and will be served as usual in the penalty box and
teams will be permitted a replacement player on the ice. No penalty shots for coincidental penalties.
Direct any questions to Tournament Staff in the Tournament Office.

    20. TIEBREAKER
IF TWO (2) TEAMS ARE TIED
If a two (2) way tie for first place or the tie being for other than first place position in the standings, the
following tie breakers will be used:
    (A) Head to head record of the two teams during tournament round robin play (if applicable)
    (B) If the two (2) teams are still tied after A has been applied, then the team with the best goal average gains
the higher position. The goal average of a team is to be determined in the following manner: Total number of
goals for divided by the total number of goals (for and against).
    NOTE: ALL games are included
    Example: For = 10 goals
    Against = 4 goals
    Percentage: 10/10+4 = .714
NOTE: The higher percentage (1.0 being the highest attainable) gains the higher position
    (C) If the two (2) teams are still tied after A and B have been applied; the team with the least number of
minutes in penalties throughout all of the tournament games gains the higher position.
    (D) If the two (2) teams are still tied after A, B and C have been applied, then the team that scored the first
goal in the first game between the two (2) tied teams gains the higher position.
    (E) If the two (2) teams are still tied after A, B, C and D have been applied, then a single coin toss will
determine which team gains the higher position.
IF THREE (3) TEAMS OR MORE ARE TIED
NOTE: The three team tiebreaker is used to determine the seeding of the 1st, 2nd and 3rd seed.
If any step in the tiebreaker only seeds one team, that team assumes that position. If any step in the
tiebreaker eliminates one team, they are then eliminated from the equation. The three team tiebreaker
will continue to determine the seeding of the two remaining teams. At no time will teams using this formula go
    back to the two-team tiebreaker.
If three (3) teams or more are tied, the following tie breakers will be used:
    (A) The point record established in the games AMONG THE TIED TEAMS ONLY The team(s) with the most
wins would gain the highest position.
    (B) If the teams are still tied after (A) has been applied, then the team with the best goal average gains the
highest position. The goal average of a team is to be determined in the following manner:
Total number of goals for divided by the total number of goals (for and against).
    NOTE: ALL games are included
    Example: For = 10 goals
    Against = 4 goals
    Percentage: 10/10+4 = .714
NOTE: The higher percentage (1.0 being the highest attainable) gains the higher position
The exercise of (B) establishes the team or teams with the highest position(s) by percentage. These teams
will advance. If there are still teams tied, they go to the next step. They do not go back to the Two Team
    Tiebreaker.
    Examples are as follows:
    (1) Team A - .714 = 1 seed – Advances
    Team B - .500 = 3 seed – Does not advance
    Team C - .650 = 2 seed – Advances
    (2) Team A - .714 = 1 seed – Advances
Team B - .500 = Still tied with Team C (go to next step D)
Team C - .500 = Still tied with Team B (go to next step D)
    (3) Team A - .650 = Still tied with Team B (go to next step D)
Team B - .650 = Still tied with Team A (go to next step D)
    Team C - .500 = Does not advance
    (C) If two (2) teams are still tied after A and B have been applied; the team with the least number of minutes
in penalties throughout all of the tournament games gains the higher position.
    (D) If two (2) teams are still tied after A, B and C have been applied, then the team that scored the first goal in
the first game between the two (2) tied teams gains the higher position.
    (E) If two (2) teams are still tied after A, B, C and D have been applied, then a single coin toss will determine
which team gains the higher position.
Note: Teams will have until 5 p.m. game day to verify results of games at tournament headquarters.
Teams may dispute game results should they have reasonable proof. All decisions of tournament
    organizers are final.

    21. Please leave the dressing rooms in a clean condition after use. You are responsible for any damage. Please
check your dressing room prior to your game(s) and report any damage.

    22. No persons are allowed in the Penalty box area or on the bench to take pictures or otherwise unless given
    permission from the Tournament Committee.

    23. The Tournament Committee reserves the right to make any decision regarding the tournament schedule and
the interpretation of tournament rules. All decisions of the Tournament Committee are FINAL. The
Tournament Committee and Officials are not liable for any injury, accident, or loss of articles, which may be
incurred by players or team officials while participating in the Hockey Tournament. In the event of a dispute,
    the ALLIANCE rules apply.
